Hey @SportyChic, if you have the oars, bottom patched with cork and hammered in, and the oar lock you should be good to go! After that all you have to do is when you are looking at the boat move your mouse above it into the water and it should turn into an arrow.
in the same bookcase as fairy book but opposite side (second shelf right side,near green book) move spy glass around there you can barely see a little green emerald colored dot click on dot and wooden mongoose will pop up and put this in inventory ...
What does it mean by that ^.^ As posted in Chapter 4 I am stuck........... HELP!

@SportyChic, When you are in the Library while Anne is upstairs changing then you can look at the book shelf it says above, here is where you will find it:
@SportyChic these are all the places you have to look at before you can go ask Anne if she is done changing yet. Make sure to open each book and flip through the pages:
