I'm actually stuck here too... I found Rikki Tikki Tavi and looked through it, but what do you do after that?

There is a book in each of the bookshelves, you need to look at each of them and find these books:

Morse Code, Blue Fairy Book and Rikki-Tikki-Tavi.  Also you need to get the wooden mongoose from the bookshelf with the Blue Fairy Book, you can see it's green eye shining in the darkness of the shelf.

then go and talk to Anne she should be ready to come down.
